On March 4, 2019, the 9th case of Article 22 of the draft of the Zhejiang Provincial Public Security Department's Regulations on the Administration of Non motor Vehicles clearly stipulates that riding an electric bicycle on the road should wear a helmet, and those who violate the provisions of Article 22 should be fined between 20 yuan and 50 yuan. That is to say, if you ride an electric bicycle on the road without wearing a helmet, you will generally be fined 20-50 yuan, because the electric bicycle belongs to a non motor vehicle, does not need a driver's license, and there is no point deduction.

After the new regulation of electric vehicles, the two wheeled electric vehicles that meet the new national standard can be roughly divided into three categories: electric bicycles, electric scooters and portable electric scooters, of which electric scooters and portable electric scooters belong to motor vehicles. If your electric vehicle is suspended with a motor vehicle license plate and you have obtained a driving license, you will be deducted points if you do not wear a helmet after being found out by the traffic police uncle.

The Road Traffic Safety Law clearly stipulates that drivers and passengers shall wear safety helmets as required when driving motorcycles. Those who do not wear safety helmets as required will be scored 2 points and fined 200 yuan.
